LAW MAKING HISTORY :-

On 2 July 2017  a bill was introduced in democratic in house of representatives. On 15 July 2017 united state senate voted 98-2 for the bill to be passed , Then on 27 July 2017 bill was passed  and after this on 2 August 2017 after signing by PRESIDENT DONALD TRUMP this bill becomes a LAW.

Public Reaction :-

On First day after signing the bill into a law PRESIDENT DONALD TRUMP issued two different statements :-
1.  While I favor tough measures to punish and deter aggressive and destabilizing behavior by Iran, North Korea, and Russia. This legislation is significantly flawed. In its haste to pass this legislation, the Congress included a number of clearly unconstitutional provisions
2. The bill remains seriously flawed – particularly because it encroaches on the executive branch’s authority to negotiate. Congress could not even negotiate a healthcare bill after seven years of talking. By limiting the Executive’s flexibility, this bill makes it harder for the United States to strike good deals for the American people, and will drive China, Russia, and North Korea much closer together.

There Are two more statements given my US government Officials :-

Assistant Secretary of Defense Randall Schriver stated: “We understand historical India-Russia relationship. On CAATSA, Mattis did plea for an exception for India, but I can’t guarantee a waiver will be used for future purchases

Secretary of State Mike Pompeo warned Egypt against purchasing Russian Sukhoi Su-35, saying “We’ve made clear that if those systems were to be purchased, the CAATSA statute would require sanctions on the regime.

TARIFFS :-

INDIATrump Drops Tariff Bomb on India: 25% Duty and Penalty Over Russia Ties

In October 2018, India signed a deal worth \$5.43 billion with Russia to buy four S-400 Triumf missile defense systems. India went ahead with the deal even though the U.S. had a law called CAATSA that could punish countries buying weapons from Russia. The U.S. warned India that it might face sanctions because of this purchase.

In a bold and controversial move, US President Donald Trump announced that India will face a 25% tariff starting August 1, along with an additional penalty over its ongoing oil and military purchases from Russia, despite the global outcry over the war in Ukraine. The statement was made via Trump’s post on Truth Social, where he accused India of maintaining “high tariffs and strenuous non-monetary trade barriers.”

Labeling India as a “friend,” Trump expressed dissatisfaction with what he called “relatively little business” between the two nations, blaming it on India’s trade practices. Trump further highlighted a “massive trade deficit” with India and used his signature tone to declare, “India will therefore be paying a tariff of 25%, plus a penalty… MAGA!” The announcement is expected to stir diplomatic tensions and spark economic recalibrations between the two nations.
